A device that acts as a trigger for any note sent to it: i.e. if a note, regardless of pitch, is sent to this device, then that note event triggers a note on / note off for a single, given pitch.
In practice, this is a useful mapping tool in situations where an on / off parameter is mapped to a single pitch but is to be triggered from any pitch of a given instrument or channel.
